On the question of the further amendment of para 5 of the draft despatch to Hong Kong enclosed with your letter of 22nd April, you agreed to take back with you for further consideration the following formula which is an amalgam of your new version and Serpell's suggestion for the last sentence:

There is one other point to which reference should be made in the appreciation. In para 2(iv) of the Appendix to War Office letter 16/Abd/1693 (C.A.4) of 23 Feb 1945, a copy of which was referred to in the communication to the Commander-In-Chief, No.6258 of 17th Oct 1945, it was stated that the extent to which Hong Kong should be called upon to contribute to the net cost of the Military Administration would be determined having regard to the remaining Hong Kong balances and the amount of the subsisting liabilities of the Hong Kong Government on re-establishment of Civil Government. Full information as to the net cost of the Military Administration period is not yet available, but regard will need to be had to a possible United Kingdom claim in respect of this liability.

This version is to replace the whole of the existing para 5 with the exception of the first sentence which will stand unaltered.

Yours sincerely,

(Sgd.) S.F. CHARLES.
